הבית הלבן הודיע לאחרונה על כוונתו של הנשיא אובמה להגיע לקופנהאגן.
מעניין לראות שהביקור מתוכנן ל 9 בדצמבר, תחילת השבוע הראשון בועידה. השבוע הראשון מוקדש בדרך כלל לדיונים טכניים משמימים למדי של נציגי המדינות בשיפצורים ועידכונים בתפעול פרוטוקול קיוטו. בזה אובמה לא ישתתף. אבל נוכחותו שם תהיה איתות ברור לנציגי המדינות שהוא בתמונה, ושהוא עשוי לחזור לקראת הסוף – האקדח שמופיע במערכה הראשונה וגו'.
מעניין לראות שהודעת הבית הלבן כללה גם מועדים שבהם חמשה שרים של ממשלת ארה"ב ושתי יועצות בכירות בבית הלבן ישאו דברים בקופנהאגן. ליסה ג'קסון, מנהלת הסוכנות להגנת הסביבה תדבר ב 9 בדצמבר. קן סאלאזאר, שר הפנים, למחרת. גארי לוק, שר המסחר והתתעשייה, ישא דברים ב 11 בדצמבר. סטיבן צ'ו שר האנרגיה ב 14 בחודש, שר החקלאות טום וילסאק ב 15 בדצמבר. ב 17 בדצמבר, יום לפני מועד הנעילה המתוכנן לועידה, ידברו ננסי סאטליי, יו"ר המועצה לאיכות הסביבה בבית הלבן וקרול בראונר, עוזרת הנשיא.
הדברים מצטרפים להודעה מאתמול של סין, שהיא ראשונה מסוגה, שבכוונתה להפחית פליטות.
אובמה ריאלי. הוא אינו מבטיח מה שאין לו. אבל בכל זאת יש לו משהו: ועדות הסנאט פחות או יותר סיכמו תכניות לקיצוץ פליטות של 17 אחוז עד שנת 2020 , עם אופק של 30 אחוז עד 2025, 42 אחוז עד 2030 ו 83 אחוזים עד 2050. כמובן שאסור לשכוח שמדובר באחוזים מול שנת 2005 כשנת בסיס, ולא שנת 2000 או שנת 1990. אבל גם זה משהו.
עכשיו נשארו רק כמה שאלות
1. האם אובמה אכן יחזור לקראת סוף הועידה, שמתוכננת להינעל בשבת ה 18 בדצמבר?
2. האם מתרקם הסכם בין סין לבין ארה"ב, שיובא לידיעת הצירים במהלך הועידה?
3. האם המשלחת הישראלית הרשמית תקדים את יציאתה לקופנהאגן, שמתוכננת כרגע ל 13 בחודש, כדי להיות נוכחת בנאום אובמה?
4. האם בנימין נתניהו יסע, ויצטרף בכך ל 65 ראשי המדינות שמתכוונים להשתתף – מספר שעשוי לגדול משמעותית עקב נוכחות אובמה?
5. והחשוב ביותר: האם מישהו דואג שצבעי בגדי הנציגים הרשמיים של המשלחת הישראלית יותאמו ככל האפשר לצבעי הקירות, השטיחים והריהוט באולמות הועידה? שאם לא כן, מישהו עוד עשוי להבחין בהם, לחקור אותם על עמדתה הפורמאלית של ממשלת ישראל, ולשמוע מהם על:
- המגמה להעלות את פליטות גזי החממה בלמעלה מ 30% עד שנת 2030 (ביחס לשנת 2005)
התכנית להקים תחת כח פחמית גדולה
הכוונה להמשיך ולטפח תחבורת כביש ברכבים פרטיים
גרירת הרגליים בענין אנרגיה סולארית
המשך סיבסוד החקלאות הפולטנית
וכיוצא באלו תופיני פחמן.

The white House has announced that President Obama will attend the climate conference in Copenhagen
Obama’s visit is scheduled for December 9th, during the first week of the conference. The first week is normally dedicated to dreary technical deliberations by medium level officials of mechanisms to streamline existing Protocols , with a view to improve a future treaty. Important of course, but safe to bet Obama will not participate in this. Rather, his early presence will send a signal to other leaders that he is in the picture, and might be back before the conference is over. A kind of gun making an appearance in Act One etc
Significantly, the White House also specified dates on which five US cabinet ministers and two senior advisors to the president will speak in Copenhagen. And China just announced its commitment to reduce emissions per GDP percentile. This does not guarantee real cuts, but is a vast improvement on China’s traditional stance that as a developing country it should be exempted altogether
Obama is realistic. He does not promise something he does not have. And he has something: senate committees have more or less agreed on 17% emission cuts by 2020, with a view for 30% by 2025, 42% by 2030 and 83% by 2050. Of course these are in comparison to emission levels in 2005, not 2000 or 1990s. But I guess you have to start somewhere with the D.C houses
Now some questions
Will Obama be back for the final day of the conference, scheduled for December 18th
Is there an agreement in the making between the USA and China, who between them account for almost half of global emissions? And if so, will it be revealed during the conference
Will the Israeli dignitaries, originally scheduled to go to Copenhagen on December 13th, go earlier now, to catch Obama’s early appearance
Will Netanyahu join them
And, most importantly: is someone making sure the colours worn by members of the Israeli delegation match the colours of the walls, the carpets and the furniture in the convention centre? Cause if they don’t, someone might spot them there, inquire about Israel’s formal position on emission cuts, and discover that
Compared to 2005, By 2030 Israel plans to raise emissions by more than 30%
Israel is determined to build a huge new coal fired power station near Ashqelon
It works hard to encourage road traffic, primarily in private cars, at the expense of already decaying metropolitan bus systems
It drags its feet disgracefully regarding renewable energy
It continues to heavily subsidize a carbon intensive agriculture
And on and on it goes
